It is separation of duties, part of the ITIL framework. The challenge is the culture change to implement. But if done right allows for the various groups to concentrate on their core strengths and roles. The key is communication so that everyone one in the organization is working off the same playbook. That is the hardest part. Granted we have overlapping knowledge in many different functional areas for the purpose of monitoring but we don't manage and patch servers even though we have the capability to patch our own. That falls under server support. This helps with accountability and leads back to the logging as a way to monitor that accountability in audit and after an outage. Kind of a vicious circle but a needed one these days.
