Any suggestions on fixing this growing problem? Is this a client side problem or with the WSUS server?

I am considering rebuilding our WSUS and Patch Manger servers from Windows Serve r2008 R2 to 2012 R2. Do you think this will help? Are there any recommendations on moving the configuration on both the WSUS and Patch Manger, especially all the custom package I have created and approved packages for various WSUS groups?
