Do me a favor and keep the alert trigger condition as-is, but change the "Reset Condition" from "Alert when trigger conditions are no longer true" to "Reset this alert when the following conditions are met", copy the trigger condition and manually adjust the "Statistic Data (Numeric) is equal to 0" to something that is not true. Does the alert then fire and function as expected? See below for example.
