Unfortunately, you'll have to manually type the remote path because scheduler doesn't have a remote browser for those fields.
For the rules, you might be able to use the "Synchronize task" for your logic. First, I would start out in FTP Voyager (instead of scheduler) to get your logic setup correctly. Then you can properly setup the "Synchronize task" in scheduler. This is very rigid and won't be as flexible as what you described, but it may be what you're looking for. See screen-shot below:
